the storage shown playstore applications not real ic flash memory capacity.

it shows space occupied system , internal storage left sum not full storage capacity of ic flash memory.

for disassembling phone , view model right value. there method full storage capacity without opening phone.

sorry, can't provide specific details, in general depend on file system in use and/or flash translation layer. both might keep spare blocks available, periodically free space in garbage collector run (which might possibly lead wrong results) etc.

besides that, normal nand flash devices accumulate bad blocks or shipped bad blocks. blocks not usable anymore , therefore deducted total (physical) space.

this might why fs/ftl might keep spare blocks available, ensure not run out of space during normal operations.
