Dynamic drop downs in excel based on counts -

i have work sheet called preferences can put in location preferences number of preferences available, i.e a1 - preference, a2 - "north"; b1 - number avail b2 - 5

i have separate sheet called scoresheet want put drop down in column lets select "north" long there less than/equal 5 "north" preferences in said column.

any ideas?
